Out of context. They are already at war and Arjun lays down his weapons, because he doesn't want to kill his relatives. Then Krishna talks some sense into him; he says "Look you idiot, they are not your relatives anymore. They are out here to kill you, ergo they're the enemy. If you don't do your moral duty as a warrior, then there is no kingdom for you". It's all in the context of war. He doesn't mean go around and kill random people.
