Because everything depends on this BS,Family/Moral values, such things really happen. Family/moral values doesn't exist and never existed. This or similar incidents has been happening from many centuries. And Indians even now dishonour dead bodies because an individual is the "family property/issue" and not a Govt responsibility. If people are taught from childhood and strictly made to follow Ethical Values, Atleast future India and its Govt may start becoming CIVIC.
